The State Tax Service and business community discussed ways to solve tax problems in times of war
On July 2, the acting Head of the State Tax Service of Ukraine Lesia Karnaukh, Deputy Heads Serhiy Lyseyuk and Andriy Trotsko held an important meeting with representatives of civil society and business community. Among the participants were members of the Ukrainian Business Council, including the UBA, CCI, IT associations, APITU, Business Woman Club, etc.
In her speech, Acting Head of the State Tax Service of Ukraine Lesia Karnaukh emphasized the difficult conditions of the tax system during martial law. She emphasized that despite the war in the country, businesses are trying to live a normal life and pay taxes to the budgets of all levels. However, the level of income tax payments continues to fall due to the war and the decline in imports. The head of the tax service assured the audience that the State Tax Service will not deviate from its course of providing assistance to taxpayers, switching to a service approach and continuing to work in the interests of the state.

Particular attention was paid to the issue of blocking tax invoices. Lesia Karnaukh reported on an important achievement: On July 1, the IFIs agreed on a working draft of amendments to Resolution No. 1165 on the blocking of tax invoices, which is currently being prepared for public discussion. This decision was the result of long-term cooperation with the business community and consideration of their proposals.
Congratulating tax officials on their professional holiday, President of the All-Ukrainian NGO UBA Grigol Katamadze emphasized the role of the Association as an equal participant in reducing pressure on business. He drew attention to the problematic issue of the property encumbrance procedure, in particular, the lack of possibility to see the Act of Property Description in the electronic office in a timely manner and the fact that the encumbrance procedure does not automatically terminate after the debt is paid. Mr. Katamadze asked the Head of the State Tax Service to resolve this issue by the end of this year.
The Business Woman Club representatives expressed their positions on current issues of the business community and emphasized the importance of joint efforts to create conditions for sustainable business growth in Ukraine. The meeting demonstrated the readiness of all parties to engage in a constructive dialog under martial law.
Yuliya Chumak, Head of the BOC’s Advocacy Department, emphasized the importance of opening registers, including the register of licenses, the register of debtors, etc. and noted the expediency of introducing mechanisms to encourage consumers to receive a fiscal check (fiscal check lottery).

The acting Head of the State Tax Service instructed the relevant department directors to take the issues raised by the business community under control.
The meeting was held in the format of a constructive dialog and was another step towards strengthening cooperation between the state and business under martial law.
