Business associations and members of the Ukrainian Business Council met with the leadership of the State Tax Service of Ukraine
Members of the Ukrainian Business Council attended a regular meeting with the leadership of the State Tax Service of Ukraine (STS), which was attended by Lesya Karnaukh, Acting Head of the STS. Over the course of three hours, representatives of the business community received answers to all their pressing questions and discussed proposals regarding taxation and administration.

The participants discussed:
Digital tools. The “Analytics of Cash Registers/Electronic Cash Registers in Ukraine” analytical dashboard has gone live on the State Tax Service web portal. It provides open access to data on market activity, payment structures, and regional trends.
Simplification of VAT administration. The Tax Service is working on amendments to legislation regarding the inclusion of advance payments in tax invoices and the improvement of the functionality of the Taxpayer’s Electronic Cabinet.
Tax mediation. The Service has drafted a bill on tax mediation. The document will be submitted for public discussion in June 2026.
International taxation. Ukraine is implementing standards for the automatic exchange of information (CRS, CbC). The Tax Service has already received data from 77 jurisdictions regarding residents’ foreign income. The “e-Consul” system for remote service of citizens abroad is also being prepared for launch.
Excessive fines for minor errors (cash registers, reporting) that do not result in fiscal losses. Excessive fines have become one of the biggest problems for businesses at this time; business representatives propose addressing this issue and bringing fines in line with an optimal model.
Support for veteran entrepreneurship. A tax support service for veterans has been launched. The State Tax Service has opened more than 350 job openings for veterans.
Economic formalization. The State Tax Service, in collaboration with the Ministry of Finance, is developing a legislative definition of the signs of “business fragmentation” to curb tax evasion schemes while preserving the freedom of economic activity. This is one of the priorities of the Ukrainian Business Council, so the UBC will deepen its cooperation with the institution
e-Audit. The first results of tax audits using SAF-T files have been released. This confirms the effectiveness of the tool for large businesses.
Global taxpayer survey. The State Tax Service, in collaboration with the World Bank, is conducting a study on the actual costs businesses incur to comply with tax legislation. Participation is available via the link: https://uda.to/tax_srvy_2026_ba
“There is enormous demand from the business community for transparency in the State Tax Service’s operations. It is important for entrepreneurs to understand the rationale behind decisions, and for us to understand the real issues that concern businesses,” said Lesya Karnaukh, Acting Head of the State Tax Service.
The State Tax Service’s strategic priority remains its transformation into a service-oriented fiscal agency based on transparency and process automation.
