On October 4, the conference “REGIONAL BUSINESS PRIORITIES FOR RECOVERY” was held. Key issues of regional economic recovery and solutions were discussed at the conference, regional business priorities for the new Parliamentary year will be formed.
Namely:
— The work of entrepreneurs under martial law. Damage compensation and war risk insurance. Facilitating the return of business.
— Local tax policy: exemption of business from property taxes
— Introduction of preferences for local business. Special tax regime in de-occupied territories.
— State and local business support programs for recovery and development.
One of the important issues is the issue of affordable lending under state programs for opening or restoring enterprises. The process of adapting the “5-7-9%” loan program for activities in the de-occupied and affected territories is ongoing.
Evgeny Ivanov, deputy head of the Kharkiv Regional Military Administration, took part in the conference on behalf of the local government, who commented on the issue of affordable credit.
“Simplified list of necessary components for obtaining such a loan. In particular, a fixed interest rate of 1% has been set for the first 2 years under the lending terms, which are quite good terms. Also, according to Law No. 3050, the affected business can receive land tax benefits. We are working on improving the operating conditions of all available programs in order to return enterprises to the region and create favorable conditions for opening new businesses,” Yevhen Ivanov noted.

“During the conference, my colleagues and I discussed the current problems of reviving entrepreneurial activities and formed the top priorities for the necessary changes that will allow businesses in the region to return or resume their activities and take part in the reconstruction of the region,” said Oleksandr Chumak, president of the Association of Private Employers.
The result of the conference was the Resolution, which will be presented at the forum “Dialogue of civil society, business and government: a course for the Restoration of Ukraine”, which will be held in Kyiv on October 9.
